    MOSCOW, April 11 (Xinhua) --

Russia needs to develop a plan for building up its fleet of satellites by the year 2020, Russian President Vladimir Putin said here Friday.

Russia "needs a clear-cut plan of building up the size and capabilities of its orbital fleet," Putin said at a Security Council meeting.

"The projection should span at least the period until 2020," Putin said, adding that all types of satellites, military, dual purpose, scientific and commercial are under discussion.

"These should be state-of-the-art or highly upgraded satellites that would sustain competition with their foreign analogs in durability as well as efficiency and most importantly in reliability," he said.
