840 Syrians Killed in August in Attacks by Government Allied Forces, Factions, US Air Strikes

The International Coalition significantly enhances its presence east of Euphrates by the establishment of 18 airports and military bases and its undeclared supervision and support of the service and administrative aspects

Thousands of trucks have entered the Syrian territory carrying equipment, armored vehicles, machinery, weapons, and logistic support within the Coalition's plan to extend its stay and strengthen its control.

The International Coalition has almost completed its 4th year of its participation in military operations on the Syrian territory, which began on the 23rd of September 2014, which was focused on the Syria Democratic Forces and before it the YPG, which is the main pillars of these Forces, along with some of the Syrian opposition factions which received material, logistical, and military support from the International Coalition, during their war against the “Islamic State” Organization, which is now controls about 1.6% of the Syrian geographical area, while the International Coalition Forces have one contact area east of Euphrates with ISIS enclave, which consists of the towns of Hajin, al-Shafa, al-Susah, al-Baghuz and the areas between these towns on the east bank of Euphrates River in the eastern countryside of Deir Ezzor.

The Syrian Observatory for Human Rights has been monitoring since the second half of 2018, the International Coalition led by the United States of America increasing its presence in the whole area east of Euphrates, and the reinforcement of this presence came by various means monitored by the Syrian Observatory, where the reliable sources confirmed to the Observatory that the Coalition has established at least 18 different bases in areas east of Euphrates and in Manbij area in the northeastern countryside of Aleppo at the west bank of the river including 6 major bases, these bases are distributed in the area of Ayn al-Arab (Kobani), Khrab Ishak, and Manbij in Aleppo Province, and Ein Issa, al-Raqqah, and al-Tabaqa in al-Raqqah Province, al-Shaddadi, al-Hool, Tal Tamr, Tal Baidar and Rmaylan in al-Hasaka Province, and al-Omar oilfield and al-Bahra in the countryside of Deir Ezzor. The major bases include airports for the landing and takeoff of planes, and some of them were built in the form of small bases, also the sources confirmed to the Syrian Observatory that the bases are protected continuously through the aerial surveillance of warplanes in the sky area of the base, and through cars roaming the perimeter of the bases as well as fixed checkpoints scattered around the perimeter of these bases and airports, to protect them from any attacks Individually or collectively by the “Islamic State” organization or any other cells that seek to target the area.

Also sources told the Syrian Observatory for Human Rights that forces of the International Coalition through tehri committees on the ground in the east of Euphrates; are carrying out periodic meetings with the aim of developing institutions located in the east of Euphrates, where these committees provide logistical support, financial support, and equipment for the committees that requests their specific assistance, also these committees supervise the process of managing affairs of many service and administrative parties in an undeclared manner, and provide their contributions in developing the service management and organizing the work of the institutions supervising eastern areas of Euphrates.

Also the Syrian Observatory for Human Rights monitored the entry of more than 1450 trucks to the SDF-held areas since the beginning of August 2018, and the Syrian Observatory published on Tuesday evening, the 28th of August 2018, that a new convoy of tens of trucks, has entered the Syrian territory in the past few hours, heading towards Al-Shaddadi Military Airbase, established by the International Coalition’s Forces, and the trucks carried military and logistic equipment, building substances and other materials needed to enlarge Al-Shaddadi Airbase, which is located in the southern sector of Al-Hasakah countryside, along with processes to enlarge other military base in Tal Tamr in the northern countryside of Al-Hasakah, and in the countryside of Ayn Al-Arab (Kobani).

The Syrian Observatory published on the 25th of August 2018, that the International Coalition continued to strengthen its presence in the provinces of Deir Ezzor, Al-Raqqah, Al-Hasakah and Aleppo, in the east of the Euphrates River, where the Syrian Observatory monitored the continued operations by the forces of the International Coalition to enlarge their military bases especially in both Al-Hasakah and Ayn Al-Arab (Kobani), in conjunction with bringing shipments of equipment and weapons to its several bases in the east of the Euphrates, and the SOHR learned that the International Coalition’s forces tend to enlarge the military bases and airbases, also the Syrian Observatory received information from reliable sources, reporting that the International Coalition’s forces sat up radars in the airbase of Ayn Al-Arab (Kobani), as well as information about distributing radars to other military sites in the east of the Euphrates River, within their fortifications of their areas of presence in the Syrian interior, where the Syria Democratic Forces are in control of an area of about 53,000 square km with a percentage of 28.6% of the Syrian area.

It rose to 2 the number of people joined yesterday, Thursday, the convoy of casualties of the Syrian revolution.

In al-Hasaka Province a citizen died under torture in Syrian security detention camps.

9 members of the “Islamic State” organization were killed in air and ground shelling and clashes against the regime forces in the desert of Rif Dimashq.

6 members of the regime forces and militiamen loyal to them were killed shelling and clashes against the “Islamic State” organization and the factions.

At least 2 members of the “Islamic State” organization and the factions of non-Syrian nationalities were killed in clashes and shelling by warplanes and helicopters and shelling on areas of their presence.

In the lowest death toll ever in terms of civilian casualties, at least 253 people were killed in shelling, explosions, executions, and killings in detention camps

In the lowest monthly death toll in 87 months, August 2018 witnessed the death of 840 civilians, fighters, and members

The Syrian Observatory for Human Rights documented the death of 840 people in August 2018, and they were distributed as follows:

Civilian casualties: 253 people including 70 children under the age of eighteen, and 32 women over the age of eighteen, and they were killed as follows:

41 citizens including 25 children and 7 citizen women were killed in raids by Russian warplanes.

12 including 5 children and 1 citizen woman were killed by bombardment by the regime’s warplanes and helicopters on several areas of Syria.

31 including 8 children and 4 citizen women were killed in shelling by the regime forces using rocket and artillery shells, missiles believed to be ground-to-ground, targeting and sniper bullets.

58 citizens were killed under torture in Syrian security prisons.

5 citizens including a woman and 3 children were killed in targeting and the fall of mortar shells launched by the rebel and Islamic factions.

5 citizens including 1 child and 1 woman were killed by the Turkish Forces.

15 citizens including 1 child and were executed by the “Islamic State” organization.

2 women were killed by the factions.

4 citizens including 2 children were killed in mine explosions.

76 citizens including 25 children and 16 women were killed in unknown circumstances.

4 citizens including 2 women were killed in the explosion of booby trapped vehicles.

Syrian fighters of Islamic and repel factions and the SDF and other movements and organizations: 220

And the Syrian Observatory for Human Rights documented 4 massacres during August 2018, which left 115 civilian casualties including 44 children and 27 citizen women, where the Russian warplanes as well as the regime’s warplanes carried out 2 massacres which killed 50 citizens including 26 children and 10 citizen women, while a massacre was carried out by planted mines claimed the lives of 13 citizens including a children and 3 women in the northern countryside of Aleppo, while a massacre was carried out after the explosion of an ammunition depot under a building north of Idlib, which claimed the lives of 52 citizens including 17 children and 14 women.

This death toll which was documented by the Syrian Observatory for Human Rights during August 2018, is considered the lowest death toll of monthly casualties in terms of the total number of civilians ever, since the launch of the Syrian revolution in March 2011, and it is the lowest death toll of casualties in 87 months, i.e. since May 2011, where the Syrian Observatory for Human Rights documented the death of about 507 people including 446 Syrian civilians.

And despite the conferences calling for dialogue and solution, and the UNSC resolution and the unreal truces, the bloodshed continues on the Syrian territory and the killing and fighting continues without peace, and the cease-fire truces are only breaks between the conflicting parties in Syrian, where some parties were winners and others lost influence and control, so, we in the Syrian Observatory for Human Rights, reiterates our calls for the international parties to do their utmost efforts to stop the bloodshed of the Syrian people, who faced tyranny and injustice to reach a state of justice, democracy, freedom and equality, and we the Syrian Observatory pledge to continue to monitor and document the massacres, violations, war crimes and crimes against humanity committed against the Syrian people, in addition to the publication  of statistics about them in order to stop the perpetration of these crimes, violations and atrocities against the Syrian people, and to refer the perpetrators of these violations to the concerned courts of the state, so as not to escape their punishment for the crimes they committed against the people who was and still dream of having a state of democracy, freedom, justice and equality for all components of the Syrian people.

SOUTHWEST ASIA –

Combined Joint Task Force – Operation Inherent Resolve and its partners continue to pursue the lasting defeat of Daesh (ISIS) in designated parts of Iraq and Syria.

Operation Roundup, which began May 1 to accelerate the defeat of Daesh in the Middle Euphrates River Valley and Iraqi-Syrian border region, has continued to gain ground and remove terrorists from the battlefield through offensive operations coupled with precision Coalition strike support.

Combined Joint Task Force - Operation Inherent Resolve and its partner forces' operations are exerting pressure on Daesh senior leaders and associates, as well as degrading, disrupting and dismantling Daesh organizational structures throughout Iraq and Syria.

Operation Roundup will continue to target Daesh remnants as the Coalition remains committed to the lasting defeat of Daesh to increase peace and stability in the region, and to protect all our homelands from Daesh's terrorist threat.

Weekly Strike Summary

Between August 20 and August 26, Coalition military forces conducted 18 strikes consisting of 26 engagements in Iraq and Syria.

There were no reported strikes conducted in Syria on August 26, 2018.

On August 26 in Iraq, Coalition military forces conducted one strike consisting of two engagements against Daesh targets.

· Near Mahkmur, one strike destroyed one Daesh-held building.

On August 25 in Syria, Coalition military forces conducted three strikes consisting of three engagements against Daesh targets.

· Near Abu Kamal, three strikes engaged one Daesh tactical unit, and destroyed one Daesh supply route, one Daesh-held building and one Daesh vehicle.

There were no reported strikes conducted in Iraq on August 25, 2018.

On August 24 in Syria, Coalition military forces conducted one strike consisting of one engagement against Daesh targets.

· Near Abu Kamal, one strike engaged one Daesh tactical unit and destroyed one Daesh vehicle.

On August 24 in Iraq, Coalition military forces conducted two strikes consisting of five engagements against Daesh targets.

· Near Rutbah, one strike destroyed two Daesh-held buildings.

· Near Mosul, one strike destroyed seven Daesh-held buildings.

On August 23 in Syria, Coalition military forces conducted one strike consisting of one engagement against Daesh targets.

· One strike was conducted near Abu Kamal.

There were no reported strikes conducted in Iraq on August 23, 2018.

On August 22 in Syria, Coalition military forces conducted three strikes consisting of three engagements against Daesh targets.

· Near Abu Kamal, three strikes destroyed three Daesh supply routes.

On August 22 in Iraq, Coalition military forces conducted one strike consisting of five engagements against Daesh targets.

· Near Wadi Ashai, one strike engaged one Daesh tactical unit, and destroyed one Daesh-held building, and three Daesh vehicles.

On August 21 in Syria, Coalition military forces conducted four strikes consisting of four engagements against Daesh targets.

· Near Abu Kamal, four strikes destroyed three Daesh supply routes and one Daesh headquarters.

There were no reported strikes conducted in Iraq on August 21, 2018.

There were no reported strikes conducted in Syria on August 20, 2018.

On August 20 in Iraq, Coalition military forces conducted two strikes consisting of two engagements against Daesh targets.

· Near Rawah, one strike destroyed one Daesh supply route.

· Near Jazeera Desert, one strike engaged one Daesh tactical unit, and destroyed three Daesh logistics hubs and one Daesh vehicle.

On August 18 and 19, Coalition military forces conducted two strikes consisting of two engagements in Syria that were not reported in the previous release: 

On August 19 in Syria, Coalition military forces conducted one strike consisting of one engagement against Daesh targets.

 · Near Abu Kamal, one strike engaged one Daesh tactical unit, and destroyed one Daesh vehicle.

 On August 18 in Syria, Coalition military forces conducted one strike consisting of one engagement against Daesh targets.

 · Near Abu Kamal, one strike destroyed one Daesh supply route.  

This Coalition strike release contains all strikes conducted by fighter, attack, bomber, rotary-wing, or remotely piloted aircraft, rocket propelled artillery and ground-based tactical artillery. 

A strike, as defined in the Coalition release, refers to one or more kinetic engagements that occur in roughly the same geographic location to produce a single, sometimes cumulative effect in that location. For example, a single aircraft delivering a single weapon against a lone Daesh vehicle is one strike, but so is multiple aircraft delivering dozens of weapons against a group of Daesh-held buildings and weapon systems in a compound, having the cumulative effect of making that facility harder or impossible to use. Strike assessments are based on initial reports and may be refined. 

CJTF-OIR does not report the number or type of aircraft employed in a strike, the number of munitions dropped in each strike, or the number of individual ammunition impact points against a target. The information used to compile the daily strike releases is based on 'Z' or Greenwich Mean Time.
